PURPOSE
The purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa’s (uOttawa) intention to enter into contractual arrangements with Alan McCafferty as a leader to the Cyber and Information Security Portfolio at the University of Ottawa Professional Development Institute (uOttawa-PDI). This ACAN provides prospective service providers the opportunity to demonstrate that they are capable of satisfying all requirements set out in this Advance Contract Award Notice by way of submitting a Statement of Capabilities on or before the posting end date. SCOPE OF WORK FOR PROPOSED SERVICE PROVIDER The Director of the Universiy of Ottawa Professional Development Institute (uOttawa-PDI) requires the services of a Professional in cybersecurity and marketing to head the Cyber and Information Security Portfolio at the uOttawa-PDI. More specifically, the responsibilities include, but are not limited to the following: • Continue to build on previous successes of the past two years to establish uOttawa PDI’s Cybersecurity Program as a sought-after provider of quality cybersecurity training for public and private sector professionals and managerial and/or technical positions. • Coordinate closely with the Faculty of Engineering’s School of Information Technology to integrate uOttawa-PDI’s offerings with those offered by the Faculty. • Engage on a regular basis with Professors to align PDI’s cybersecurity programming to the Faculty’s cyber programs and courses. • Supervise the recruitment of competent and experienced content experts to further develop the Program. • Conduct performance appraisals of existing instructors. • Engage with PDI’s marketing team to enhance the visibility of the Cyber and Information Security Program, and to monitor client needs and expectations. • Perform ongoing market analyses to identify and engage with potential client organizations. • Design new courses and programs adapted to specific industry needs and co-design programs for both public and private sector organizations. REQUIREMENTS
The resource assigned to this mandate from the service provider requires at a minimum: • In-depth knowledge of higher education and proven experience in the Canadian university sector. • Minimum of 15 years of experience in cyber and information security. • Demonstrated in-depth knowledge of government (federal, provincial, municipal): priorities, practices, key government programs, key players and decision makers. • In-depth knowledge of the federal public sector learning needs, and knowledge of organizational performance and professional skills development. Previous experience in co-designing training programs for the Public Service Sector is essential. • Excellent knowledge of strategic marketing practices and methods demonstrated in the cybersecurity sector. • Demonstrated experience in directing institutional marketing planning related to cybersecurity areas, for both private and public sectors. • Experience in planning large-scale events for marketing and recruitment purposes in the area of cybersecurity. • Demonstrated ability to conduct financial viability assessments for programs related to the cybersecurity sector. PREFERENCES: • Demonstrated knowledge of the University of Ottawa’s strategic direction, culture, conventions, and practices.
