    Summary Details:
    This Request for Quotations ("RFQ") is an invitation by the District of Summerland (the “District”) to prospective Respondents to submit non-binding Quotations to supply and install the necessary equipment to complete refrigeration upgrades at the Summerland Arena & Curling Club at 8820 Jubilee Road East, Summerland, BC, as further described in Section 2 - Deliverables (the “Deliverables").

    As part of this project, the Contractor will complete refrigeration and energy efficiency upgrades at the Summerland Arena & Curling Club (the “Facility”), as further described below.

    The Facility’s ammonia refrigeration plant currently contains two shell and tube chillers which have reached the end of their serviceable life. As part of this project, the Contractor will replace these chillers with two new Alfa Laval chillers complete with U-Turn liquid separators and oil pots. In parallel with this work, new brine pumps, brine pump VFD’s, brine piping, filtration, and expansion tanks will be installed. Optionally, at the discretion of the District, this may include the complete replacement of the cold brine headers which service the hockey arena and curling club.

    The Contractor will also be responsible to modify the control strategy of the Facility’s existing Munters desiccant wheel dehumidifier to reduce Facility natural gas usage. In addition to controls modifications, this will involve the installation of several new sensors to monitor outdoor air conditions, as well the air conditions within the Facility.

    The Facility’s refrigeration plant is currently serviced by one Mycom N6B and one Mycom N4A compressor. Optionally, at the discretion of the District, the Contractor may be engaged to replace these compressors with belt-driven Mycom 4MII and 2MII compressors. Each of these new compressors are to be installed with new oil separators, oil drain equipment, and Mycom MyPro control panels. Each of the new compressors will be integrated with the Facility’s existing compressor cooling infrastructure. However, to ensure the new compressors are supplied with cooling water at an appropriate temperature year-round, the existing compressor cooling circuit will be integrated with the auxiliary cooling circuit of the Facility’s evaporative condenser.

    Optionally, at the discretion of the District, the Contractor may be engaged to install a new desuperheating water tank within the refrigeration plan to reduce Facility operating costs. This desuperheater will be used to preheat city water before it enters the Facility’s three existing domestic hot water (“DHW”) boilers. The Contractor will be responsible for the installation of this desuperheater, as well as the integration of this tank with the existing DHW system in a nearby boiler room.

    Lastly, the Contractor will be responsible for completing all electrical upgrades required to ensure a complete and functioning system that meets all relevant codes and standards. This includes modifications to and/or replacement of the existing motor control panel, as well as any required upgrades to the Facility’s existing power distribution infrastructure. If required, the Contractor will be responsible for all additional costs associated with electrical engineering required for the project.

    Term of Engagement:
    The successful Respondent should be prepared to commence work shortly after the Agreement is awarded. The term of the agreement is to be from the time of contract execution through project completion. Respondents are to include a schedule as part of their submission (see Appendix F – Submission Form, Section 5 - Schedule).

    Conditions for Participation and Requirements to Request to Participate:
    Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
    Mandatory Criteria:
    1The Quotation must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 – RFQ Timetable
    2The Quotation must be submitted in accordance with the requirements of Section 3.8 – Submission of Quotations
    3The Quotation must include the following completed forms:
    • Appendix B – Submission Form

    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
    • WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
    • Insurance and Security as per the requirements detailed in Appendix A – Form of Agreement:
    • Commercial General Liability Insurance
    • Automobile Liability Insurance
    • Course of Construction/Builder’s Risk “Broad Form” Property Insurance
    • Boiler and Machinery Insurance
    • All Risk Property Insurance/Contractor’s Equipment Insurance
    • Contractor’s Pollution Liability Insurance
    • Performance Bond, if requested by the District in its sole discretion
    • Labour & Materials Payment Bond, if requested by the District in its sole discretion

    Procurement Method:
    Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
