Description
Summary Details:The District of Summerland requires one new ¾ ton 4x4 extended cab extended cab and chassis with a compartmentalized service body, as further described in Appendix C – Specifications Form.
All proposed vehicles should meet the specifications identified in Appendix C, or an equivalent/alternative should be provided. The District has the right to reject Quotations that do not meet the identified specifications, in the District’s sole but reasonable discretion.
All vehicles shall comply with the Canadian Motor Vehicle Safety Standards and all Federal and Provincial Motor Apparatus laws that are applicable to the equipment being used in British Columbia. All specifications must meet Ministry of Transportation, WorkSafeBC and the BC Motor Vehicle Act regulations.
RFQ Documents:
BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website. Procurement documents are available for download at BC Bid by searching for opportunities posted by the District of Summerland.
Submission of Quotations:
To be considered, Quotations must be submitted via email to procurement@summerland.ca or via BC Bid’s Supplier “e-Bidding” submission functionality available for this opportunity. Quotations submitted in any other manner will be disqualified.
Respondents should note that on May 30, 2022, the BC Government released a new version of BC Bid and all suppliers, even if previously registered with BC Bid, are required to register for an account with the new platform. For more information on registering with the new BC Bid, visit:

Respondents are urged to start their e-Bidding submission process several days prior to the RFQ Closing Date and Time to ensure they are registered with the new BC Bid, have a BC Bid e-Bidding subscription with the new BC Bid platform, and are familiar with the new e-Bidding submission requirements and procedures. Respondents are directed to contact BC Bid customer support with any questions about BC Bid and the e-Bidding submission process. The District shall not be responsible for incomplete or misdirected Quotations.
Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.
Term of Engagement:
The Agreement shall be valid from the date of the Agreement until the vehicle(s) have been delivered. For a twelve (12) month period commencing upon the RFQ Closing Date, the District, may in its sole discretion, purchase additional service trucks from the successful Respondent upon the same specifications but is not obliged to do so and may purchase service trucks via other means.
Conditions for Participation and Requirements to Request to Participate:
Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
The Supplier shall provide the District with proof of the following prior to beginning work on this project:
Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).

This procurement is subject to the New West Partnership Trade Agreement. Although the District is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen) and the Canadian Free Trade Agreement (Chapter Five), the District does not expect that this procurement will be covered by those agreements.

2 | The Quotation must be submitted in accordance with the requirements of Section 3.8 – Submission of Quotations. |
3 | The Quotation must include the following completed forms: • Appendix B – Submission Form • Appendix C – Specifications Form |
The Supplier shall provide the District with proof of the following prior to beginning work on this project:
- A valid Business License.
- WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
- Automobile Liability Insurance coverage in the amount of $5,000,000.
- All-Risk Property Insurance coverage covering the Supplier’s property of every description, including work (products) in progress prior to delivery.
Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
