Brief Description of Work
Procurement at BC Housing is guided by the principles of Planning, Sourcing, Purchasing and Accountability to achieve best value though a fair, transparent and objective process. The aim is to achieve best value and fairness that also reflects BC Housing’s commitment to Truth and Reconciliation and to equity, diversity, inclusion, belonging and sustainability.
BC Housing is seeking a consultant to assist in achieving the goal to enable economic reconciliation through enhanced procurement of Indigenous goods, services and construction; while taking into consideration the requirements of our stakeholders, the mandate of the organization, and the needs of the communities we serve.
The scope of this work will include a review of BC Housing’s current practices, an environmental scan, document review/market scan, community engagement, development of an action plan and related enablers and reporting. The report will include best practices in Indigenous procurement, analysis of demographic data and trade agreements relevant to developing targets, and key recommendations to move BC Housing’s Indigenous procurement policies and practices forward.
The full scope of services is described in Appendix A – Requirements and Deliverables. The successful Proponent should have considerable knowledge of public procurement and Indigenous procurement, as well as, how procurement can foster equity, justice and reconciliation.
Submission Instructions
Proponents are requested to submit their Proposals (Submission Form, Appendix B) electronically via BC Bid’s online bid submission system or via email to the BC Housing Contact identified below, no later than the Submission Date established. Proposals submitted via facsimile (fax) will not be accepted. Proposals submitted in any other manner may be disqualified and may not be evaluated.
Proposals delivered via email should have the Proponent’s name clearly identifiable and should include the RFP’s title (as set out on the RFP cover page) in the subject line.
