Description
City of Prince George (the “City) is seeking proposals from qualified architectural and engineering firms for the Prince George City Hall HVAC Replacement.
The existing City Hall building consists of three (3) components; a 5-storey tower, a 2-storey service block consisting of council chambers and service center, and a single storey ‘annex’ which is connected to the rest of the building via a corridor link. The original building was constructed in 1965 with major additions completed in 1975, 1988 and 2000.
It is the intent of the City to replace the HVAC system in totality with new. The new HVAC system may include VAV air handling systems throughout the office tower and service areas, and new air handling units provided for council chambers and committee rooms. Dx Cooling and Central District Heating System heating may be used in all AHU’s to provide air conditioning and heating. Radiation zones/valves will need to be adjusted to accommodate the new design. New BMCS (Building Management Control system) to be designed to meet City standards is also in scope.
The current mechanical systems are located within the basement mechanical room and also on rooftop(s). The City anticipates the new units to be rooftop based, with minimal equipment being installed in the basement mechanical room.
As part of the potential for rooftop units, a roofing replacement on all areas of the building is also in scope.
The fire alarm system replacement/upgrade is also deemed in scope.
CONSTRAINTS AND CHALLENGES:
SUMMARY OF REQUIREMENTS:
a. Update and provide recommendations on existing reports (including cost estimate)
b. Design options to meet functional requirements including energy modeling and life cycle costs for each option
c. Completion of Tender Documents
d. Construction Tender - addenda and site walk through
e. Construction Administration
f. Post Construction - Warranty Services

CONSTRAINTS AND CHALLENGES:
- Budget control and management is of significant importance in the completion of this contract. Utilization of innovative design to reduce the overall cost of the contract is critical, and design options provided by the Consultant will be challenged to ensure economies and efficiencies are identified.
- These facilities will not need to be designed to Net Zero Carbon, however, it is the intent of the HVAC project to maximize the reduction in GHG and energy consumption. Alternative energy sources can be considered.
SUMMARY OF REQUIREMENTS:
- Design to meet the requirements of the functional programs, applicable current codes, and administration phase of the separate corresponding construction contract for the design of these facilities.

Durée du contrat
La durée estimée du contrat sera de 34 mois.
