Description
Sealed Tenders marked:
“Tender for Jimsmith Lake Provincial Park Day Use Upgrades # ENV24-BCPKO-01”
WILL BE RECEIVED UNTIL 2:00pm Mountain Time, March 23, 2023, at the Ministry of Environment
and Climate Change Strategy, BC Parks, 205 Industrial Road G, Cranbrook BC, V1C 7G5
This tender includes the supply and installation of materials and labour to complete the following
project located at Jimsmith Lake Provincial Park, near Cranbrook, BC. In general the work consists of
the following:
- Recontouring and restoration works for beach and grassed areas
- Furnishing installation (Owner supplied and Contractor supplied)
- Water tap installation
- Pathway installation
- Rock landscaping wall installation
- Irrigation design and installation
Tenders Must be accompanied with a bid security in the amount of 10% of the total bid price. The
successful Proponent will operate in the role of Prime Contractor and be responsible for all aspects of
site management, site safety, protection of public, and environmental protection. A site meeting will
be held. Attendance is a mandatory requirement of submission. Owner supplied furnishings will need
to be transported by the Contractor from a ministry storage facility in Wasa BC to the installation
location.
Attendance by the Bidder at the Information Meeting and Site Viewing prior to bidding is Mandatory.
A hosted tour of the work site departs at 2:00 PM local time (MT), March 9 2023, starting at the
entrance to Jimsmith Lake Provincial Park. Bidders are required to attend this meeting in its entirety
to be eligible to submit a Tender.
The lowest or any tender will not necessarily be accepted.
Construction to improve both the upper and lower day-use areas in Jimsmith Provincial Park will
require concurrent archaeological work. Both of the day-use areas overlap with precontact site DiPx-
31, and therefore all ground disturbing activity has to abide by the conditions of a Section 12.2
Heritage Inspection Permit and aSection 12.4 Alteration Permit, which have been applied for and are
being managed by the assigned Project Archaeologist (Pathways Archaeological Consulting Ltd.
(Pathways)). Please note that two to three days of pre-construction archaeological excavation will be
required under Heritage Legislation, and therefore coordination with Pathways will be required to
schedule this component ahead of time and to prevent any delay to the onset of construction
activity. During construction within and immediately adjacent to the bounds of site DiPx-31, the
Project Archaeologist along with representatives of local First Nations will be on site to monitor
construction and direct sediment removal and piling to facilitate salvage operations. The
archaeological crew will attempt to minimize obstruction to construction activity when and where
possible, but minor delays should be anticipated. It is estimated that the total time required for
Archilogicial monitoring on the beach for recontouring will be 5- 10 hour working days. The
archaeological crew will actively work with the contractor, and participate in daily tailgate/planning
meetings to identify localities where mechanical activity can proceed and priority areas that will
require time to fulfill mitigating work. If a delay(s) to construction does arise within site DiPx-31, the
contractor is able to continue work on various project components that have already been mitigated
for or are beyond the bounds of the archaeological site.
17MAR23: Amendment #1 Added, Q&A, Drawing updates, Tender Offer Form Updates, Closing Date Extended
24MAR23: Amendment #2 Schedule of Quantities updates requires new Tender Offer Form (R2), added in documents section
