Preservation Program Advisory Services

The Ministry of Transportation and Infrastructure plans transportation networks, develops and implements transportation policies, and administers related acts and regulations. The Ministry's preservation program invests over $540M annually in highway and bridge rehabilitation and side road improvements, which include road resurfacing and upgrades to smaller side roads to help connect communities. The preservation program also delivers numerous safety enhancements to the provincial highway network, as well as climate adaptation and resiliency projects, rest area improvements, and improving accessibility for rural Indigenous communities.

Through this RFP, the Ministry wishes to identify and retain a Contractor on an “as and when requested” basis to provide advice and support to the Ministry’s preservation program. The contract which may be offered resulting from this RFP is anticipated to be for a three-year term.

The Ministry is seeking Proposals to identify a single advisor who has experience delivering services connected with managing a highway rehabilitation or preservation program or performing asset management services for a highway infrastructure authority in an owner capacity or equivalent experience in the private sector, for at least seven (7) total years’ of experience within the last ten (10) years prior to the Issue Date.

The Contractor which may be retained subsequent to this RFP may participate in a range of support services, including support with the ongoing administration of the Ministry’s preservation program, research initiatives, training, and other support services.
