    Description
    The City of Prince Rupert s seeking proposals from qualified proponents in response to this request for proposals for the provision of Services (as defined herein) to be carried out within the required schedule set out herein for Design, Build and Refurbishment of two new dock systems and corresponding pilings (Sea Cove and Shawtlans). The city docks and boat houses play a key and integral part in our water system maintenance. The city boats require a safe dock to access and tie up to get to key infrastructure along the waterfront. The docks and piling system have reached their life expectancy and need to be replaced or refurbished.
    The successful proponent will design/procure two new dock/piling systems and construct/implement said approved designs.
    Seal Cove Dock/Piles must incorporate the current ramp/gangway and existing boat house. Existing dock is preferred to be reused, refurbished and reutilized. Piles however need to be replaced.
    Shawatlans Dock is required to be replaced. Old ramp may be refurbished to fit new system, or proponent can proposed a new ramp gangway.   
    The services for the Project will comprise the preparation of a set of drawings/sketches and construction services incorporating the need of a new dock, piling and ramp systems to include, without limiting:
    1. An inspection of current docks, pilings, ramps, boat house and all other corresponding infrastructure related to the docks
    2. Conceptual design/procurement of new dock and piling system incorporating existing city infrastructure.
    3. Dock system must be able to moor minimum 2 city vessels (additional vessels preferred)
    4. Must be able to meet or exceed all tide and weather conditions
    5. Replace any planks, shingles, railing, ties etc at both sites
    6. Make entrance to each ramp safe
    7. Proponent has option to refurbish and reutilize existing dock (Seal Cove Side)  
    8. Consultation, if required, with DFO, MOE, Port Authority 
    9. Design/Parts to meet or exceed all safety and marine codes
    10. Procurement of material and parts based on approved final design
    11. Construction/implementation of approved design (Seal Cove and Shawtlans)
    12. Complete all works and safety checks on new components and infrastructure

    The proposed deadlines for key aspects of this Project are as follows (as may be amended by the City at its discretion):

    A Mandatory Site meeting ("Information Meeting") for Proponents will be held at the following time and location:
    Date: June 14th 2023
    Time: 2:00pm
    Location: Seal Cove Boat Launch (End of Bellis Road by Inland Air)
    The Information Meeting will include information regarding an overview of the project and RFP requirements and an overview of the background documents. 

    Proponents are not required to pre-register but are requested to contact the Contact Person by the end of business day 48 hours before the scheduled date for the Information Meeting to provide details on the number and names of individuals attending.

    A written summary of the responses to questions raised during the Information Meeting will be distributed to all Proponents at the discretion of the City through BC Bid.All enquiries and notices related to this RFP, including any requests for information and clarification, are to be directed in writing to the contact person ("Contact Person") indicated below.
