    Description
    Notice of Intent to Direct Award
    Notice is hereby given by the City of Abbotsford (“the City”) of its intent to direct award the buy-out of the remaining lease for the temporary bridge located on No.4 Road and Lakemount Drive.
    Background
    The No.4 road bridge over the Sumas Canal (aka the Lakemount Bridge) was washed away in the November 2021 Atmospheric River Event. The river banks severely eroded around the concrete abutment’s at each end. After approval from Emergency Management British Columbia (EMBC) as an emergency measure, a temporary bridge was purchased and constructed by Jakes Construction. The City and the province agreed to lease the temporary bridge from Jakes Construction until a permanent solution was in place. The temporary Lakemount Bridge was needed and constructed as it was the only access to the several homes that are located on the North side of the Sumas River.
    Additionally, when the old bridge was lost the Fortis gas main was also taken out and a new Fortis gas line also needed to be installed so that they houses could be lived in. The urgent requirement was for health and safety of the residents and the ability for them to access their properties after the weather event.
    Justification of Direct Award
    The urgent nature in which the temporary bridge was leased did not allow time for public tendering to take place due to the health and safety of the local residents. Providing access over the Sumas Canal was of great importance to the residents. The temporary bridge is now in place and it will be some time before a solution is in place for a permanent bridge at this location.
    Emergency Management British Columbia (EMBC) has approved funding to purchase the remainder of the lease agreement for $ 310,500 plus GST.
    Notice of Objection
    Firms wishing to object to this decision must email their objection by June 6, 2023, before 2:00 p.m. (PST) to:

    Emails must include specific reasons for the objection that address the justifications noted above. The firm’s ability to provide services of the same or better quality, within the required time frame will be the key criteria with regard to the consideration of a firm’s objections.
