DESCRIPTION OF REQUIREMENT:
This bid solicitation is being issued to satisfy the requirement of the Office of the Superintendent of Financial Institution (OSFI) for the provision of Task and Solutions Professional Services. The office of the Superintendent has a requirement for the development of Tabletop Exercises for Federally Regulated Financial Institutions. It It is intended to result in the award of 1 contract.
DURATION OF CONTRACT
The duration of the contract is from contract award to September 30th, 2017.
EVALUATION PROCESS AND SELECTION METHODOLOGY- Highest Rated Within Budget
- To be declared responsive, a bid must:
- comply with all the requirements of the bid solicitation;
- meet all mandatory technical evaluation criteria; and
- obtain the required minimum of 115 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 165 points.
- Bids not meeting (a) or (b) or (c) will be declared non responsive.. The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price does not exceed the budget available for this requirement.
SECURITY REQUIREMENTS
- The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada.
- The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
- The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of PROTECTED B.
- Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
- The Contractor/Offeror must comply with the provisions of the:
- Security Requirements Check List and security guide, attached at Annex C;
- Industrial Security Manual (Latest Edition).
