    D4. SCOPE OF SERVICES
    D4.1 The services required under this Contract shall consist of professional services for the rehabilitation of the Millennium Library Parkade at 251 Donald Street in accordance with Scope of Services.
    D4.2 Consultant services in this Contract shall include, but not be limited to, all the necessary activities and deliverables for:
    (a) Design and specifications for the rehabilitation of the Millennium Library Parkade as outlined herein.
    (b) Coordination with City of Winnipeg operational groups and other project teams as required regarding any matters of facility renewal design development, work scheduling, logistics, access to work and work boundaries, construction, and any other matters relating to the Project.
    D4.3 The objectives of this assignment are to validate the building condition assessment report completed in 2021 (provided in Appendix A) and the feasibility study completed in 2024 (provided in Appendix B) through a visual inspection and prioritize critical building systems renewal required, including necessary structural, mechanical, and electrical repairs. The design work will address critical renewal items so as to extend the useful life of the asset relative to the overall repair and renewal plan that has been established for the facility. Where possible, recommended work should consider current policy/standards for sustainability and accessibility. The services required under this contract shall consist of full Engineering Design up to construction Tender, in accordance with D5, D6, D7, D8, and D9.
    D4.4 The following initial risks, identified by the city, are to be managed, minimized, or eliminated by the Consultant. Additional risks must be identified by the Consultant during the course of the project and managed, minimized, or eliminated. Identified project risks are as follows:
    (a) Millennium Library Parkade is 50 years old. Renewal of this facility involves integration of the existing building and proposed renewal/improvements;
    (b) Hazardous materials (e.g., asbestos) are present in this facility. A full asbestos report will be provided by contacting the Consulting Contract Administrator;
    (c) Facility renewal including high priority repairs identified will need to be value oriented to maximize the budget provided; and
