Description
Upgrades to the City of Port Colborne (and Niagara Region) water servicing in the area of the East Side Employment Lands are required to service planned growth in the area. The City is coordinating with the Region to provide a coordinated, phased servicing solution to meet the needs of both near-term and long-term development within the area.
The City is proceeding with the design and construction of the initial phase of water servicing to meet the servicing needs of near-term development within the area. This initial phase of required water infrastructure upgrades includes:
- 500m extension of the Region’s 450mm diameter trunk watermain along Highway 140 (Elizabeth Street) (from the existing limit south of Chippawa Road) and Second Concession (from Highway 140 to Barber Drive); and,
- Approximately 5 km of 300mm diameter to 450mm diameter local watermain connecting to the new Region watermain and running north through a multitude of Rights of Ways including the City owned railway corridor, Ramey Road, 3rd concession, and Snider Road. A map of the proposed alignment has been attached as Appendix E.
The City and Region have agreed to include both Region and City watermain under this assignment to meet the expedited timelines for construction and commissioning of the watermain to service anticipated development in the area.
The Region are proceeding with a separate assignment to construct the remainder of the proposed 450mm diameter watermain across the Welland Canal and connecting to the King Street Elevated Tank – in combination with the Region’s East Side Sewage Pumping Station forcemain replacement.
The City 300mm – 450mm diameter watermain running north from the extension of the Region’s new 450mm diameter watermain to be installed on Second Concession will be required to be designed to meet short-term and long-term growth needs in the area. The City is currently completing a hydraulic analysis to confirm the detailed sizing requirements of the watermain. The completed study will be available at the commencement of the detailed design assignment.
