The Learning & Development (L&D) Branch for the Ministry of Children and Family Development (MCFD) is requesting proposals from individuals or organizations who can provide Mental Health First Aid (MHFA) - Virtual training to be delivered virtually/online to approximately 250 youth justice staff working in Youth Custody Services (two youth custody centres in BC) and Community Youth Justice Services (Youth Probation Officers and Youth
Justice Team Leaders across MCFD’s 13 Service Delivery Areas within the Province).
Youth justice teams work in collaboration with other professionals, organizations, and communities to support youth who find themselves in conflict with the law. Many of the youth have significant needs, engage in high-risk behaviours, and are highly vulnerable, and staff are often exposed to difficult and challenging situations at work.
Trauma informed care and mental health supports are important, and the need for increased staff training and supports in these areas has intensified over the past 2 years during the COVID-19 pandemic and its impacts on staffing and mental health in general.
Mental Health First Aid (MHFA) training addresses the following four most common mental health disorders including signs and symptoms, and crisis first aid for specific situations:
Mental Health First Aid (MHFA) - Virtual training for staff has been prioritized for delivery starting as early as Fall 2022 and concluding within a 1-year time frame. The successful proponent will enter a General Service Agreement with the Province of British Columbia for this 1-year contract term. (Contract form: Appendix A)

- Substance- Related Disorders.
- Mood-Related Disorders.
- Anxiety and Trauma-Related Disorders.
- Psychotic Disorders.
- Decrease the stigma associated with mental health problems.
- Recognize the signs and symptoms of the most common mental health problems.
- Increase confidence of participants in providing help to others.
- Increase compassion for individuals struggling with mental health problems.
- Create a healthy psychological environment for employees.
