Notice is hereby given that the Provincial Health Services Authority (“PHSA”), on its own behalf and acting as agent for Fraser Health Authority, Vancouver Island Health Authority, Vancouver Coastal Health Authority, acting as agent for Providence Health Care, intends to directly award a Contract to the following supplier to provide Health Care Information Delivery Services, for a term of five (5) years, for an estimated total value of up to CDN $27.6M (including taxes).

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason:
The goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for the following reason:
- to ensure compatibility with existing products/systems
Rationale:
Excelleris currently offers report distribution services to Vancouver Coastal Health, Providence Health Care, Provincial Health Services Authority, Fraser Health Authority and Vancouver Island Health Authority (HAs). This includes end point connections to primary care EMRs, CST Cerner and also provides an electronic web portal, Launchpad as well as patient access through the MyCareCompass patient portal. The HAs would need to do an extensive technical rebuild to connect to any potential new vendor, which would impact business operations and continuity of clinical information flowing to care providers. This will also incur a significant cost of change.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Karel Sramek, Buyer, by email to karel.sramek@phsa.ca before 12:00pm Pacific Standard Time, June 9 2023. PHSA will review any and all issues received by this date and provide due consideration to each objection.
