Notice of Intent to Award a Contract
Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a
contract to Evoke HR & Immigration (Katrina Miller) (the “Service Provider”) for the following:
Human Resources Consultant for Training Purposes and Surveys
The contract will be for one (1) year starting on January 1, 2024 and expiring on December 31, 2024.
Background
Evoke HR & Immigration (Katrina Miller) was engaged in 2023 for the provision of Human Resources functions and processes including Employee Engagement Surveys and Focus Groups, Retention, Job Evaluation, Succession Planning, Resource Strategy research and recommendation, miscellaneous HR support projects. Supporting the Human Resources department in achieving deadlines to meet Council Strategic priorities outlined in the 2022-2026 Strategic Plan. The contract expired on December 31, 2023.
Scope of Services
The scope of services includes but is not limited to Employee Engagement, Focus Groups, assistance with staffing issues, CUPE Job Evaluation Program and Committees, and IAFF Bargaining.
Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Service Provider for the following reasons:
• To ensure continuity of service and avoid any business operational disruptions due to a transition or
change of supplier while the City prepares solicitation documents to issue to the market in 2024.
• When the acquisition is of a confidential or privileged nature and disclosure through an open bidding
process could reasonably be expected to compromise government confidentiality, cause economic
disruption or be contrary to the public interest.
Contract Value:
The value of the contract is expected not to exceed $100,000.00 CAD plus applicable taxes.
Submission of Objection Notice
Any Respondents that still wish to object to this decision they should email their objection to the attention of Sailesh Kapadia, Buyer III, Procurement Services at https://abbotsford.bidsandtenders.ca by February 20, 2024 no later than 2:00 p.m. local time.
Submissions by other methods will not be accepted.
Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.
