This Request for Proposals (the “RFP”) is an invitation by Cowichan Tribes to prospective proponents to submit proposals for Comprehensive Community Plan for Cowichan Tribes, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The Cowichan Tribes (the “Nation”) is located in the Cowichan Valley and Cowichan River
Basin. Located primarily around the City of Duncan, are 61km from Victoria and 51km from
Nanaimo. Our lands are comprised of 9 reserves on 2,389 hectares with 7 traditional villages.
The terrain of the Cowichan Valley lies at the southern end of Vancouver Island. The area runs
along the Cowichan River which is fed by Lake Cowichan and opens into Cowichan Bay. The
Cowichan Tribes Administration is one of the single largest employers in the region.

Cowichan Tribes is seeking a consultant to lead a multi-phase initiative aimed at developing a Comprehensive Community Plan (CCP), Strategic Plan, and Departmental Workplans that will shape the future of the Nation. This project will be carried out in three phases:
- Phase 1: Community Comprehensive Plan (CCP) Development – This phase will focus on extensive community and stakeholder engagement to identify Cowichan Tribes’ long-term vision, goals, and priorities. The consultant will design and implement a culturally relevant engagement strategy, incorporating community meetings, surveys, focus groups, and workshops. The outcome will be a CCP that reflects the aspirations of the Nation and lays the groundwork for future strategic planning.
- Phase 2: Strategic Plan Development (Optional) – Building upon the insights and data collected in Phase 1, the consultant will facilitate further targeted engagement with Cowichan Tribes’ leadership and staff to refine medium-term objectives and immediate strategic priorities. This phase will result in a comprehensive Strategic Plan, aligned with community values and long-term aspirations.
- Phase 3: Departmental Workplans Development (Optional) – The final phase involves translating the Strategic Plan into actionable, department-specific workplans. The consultant will work closely with department heads to create practical, measurable objectives and provide tools and training to monitor progress.
Each phase is designed to ensure that Cowichan Tribes’ cultural values, traditional governance practices, and community-driven priorities are at the core of planning and implementation. The project is expected to provide a clear roadmap for the Nation’s future development, ensuring that the vision for self-determination, jurisdiction, and sustainable growth is realized.
