Description
Notice is hereby given that the Province of British Columbia, as represented by the Ministry of Indigenous Relations and Reconciliation (MIRR), is contemplating making a direct award of a contract to Patrick Ringwood Corporation (the “Contractor”) to enable MIRR to meet its Ministry objectives. The Contractor’s intimate knowledge of and extensive experience in general land surveying, and in particular British Columbia’s survey and land registry systems are of great importance to the Province’s ability to meet its treaty and other land transfer agreement obligations.
The Contractor will be provided with relevant information such as copies of title searches, Land Title Act survey plans, Land Act survey plans, Crown grants and field notes. The Contractor will not be eligible to bid on any survey contracts for which they provided estimates.
The requirements from the Contractor include providing the following services:
The Ministry has chosen to directly contract as the Contractor has extensive Senior Executive experience in providing the services above.
Those wishing to object to this decision should contact: Robert MacKenzie, Implementation Coordinator by email at robert.mackenzie@gov.bc.ca, on or before 2:00PM on May 2, 2023, presenting in writing specific reasons for their objection. A person’s past experience providing similar services as listed above, and their ability to provide these services for the same or better cost will be key considerations for determining the validity of any objections.
The Contractor will be provided with relevant information such as copies of title searches, Land Title Act survey plans, Land Act survey plans, Crown grants and field notes. The Contractor will not be eligible to bid on any survey contracts for which they provided estimates.
The requirements from the Contractor include providing the following services:
- Provide expert advice to MIRR on Crown policies, statutes, regulations, process and protocols as they relate to the survey of lands and the registration of title and interests in both the Land Title Office and Crown Land Registry; in the form of memos, written reports and verbal briefings;
- Perform analysis of certainty of boundaries based on finalized treaty appendix maps and ability to survey the lands agreed to;
- Prepare cost estimates for surveys;
- Provide advice and support to provincial negotiators in representing the province in multi-lateral negotiations in regards to survey related issues, including attendance at multi-lateral negotiations under the direction of the Executive Director, Land Strategies and Services Branch;
- Provide advice pertaining to the procurement of survey services, including participation on evaluation panels as required; and
- Perform analysis of provincial survey fabric and provide technical reports on issues and recommendations.
