Notice of Proposed Procurement - Campground Facility Operating Services - Coal Branch Operating Group

Alberta Forestry and Parks intends to contract Campground Facility Operating Services (“Services”) with West Fraser Mills Ltd. (“Operator”), the lead partner in the Foothills Recreation Management Association (FRMA). Wildhorse Lake Provincial Recreation Area (PRA) will be added, through an amending agreement, to an existing Facility Operating Agreement (FOA) for the operations and maintenance of the Coal Branch Facility Operating Group (FOG). The FOA expires March 31, 2026. A FOA is a revenue contract, not a service contract; the operator collects approved fees from visitors on behalf of the Government of Alberta but does not receive a payment for services from the Province. Under a FOA, a private operator manages and maintains one or more revenue generating sites in the Alberta Parks system (like campgrounds) plus non-revenue generating sites (day use areas); a group of sites under a FOA is called a FOG.
