EAST CALGARY WMF MASTER PLAN UPDATE

1. This RFP is open to pre-qualified firms only. Proponents are invited who have been pre-qualified based on specific information previously submitted through The City’s Prequalification for Engineering and Architectural Consultants RFPQ 06-006. Proposals will only be considered from proponents that have achieved a pre-qualified status in the following discipline(s): Solid Waste Disposal & Processing To view the list of pre-qualified firms, visit www.calgary.ca/prequalification and select “engineering and architectural Services.” 2. A Landfill Master Plan (LMP) was developed for the East Calgary Waste Management Facility (EC WMF, the Site) in 2012 detailing sequential landfill cell development, stockpile management, landfill operations and monitoring plans, internal road network, landfill closure and post closure plans, surface water management and financial assessment. The LMP included a detailed plan for ten (10) years and a high-level plan for remainder of the landfill life. This LMP is over ten (10) years old, and a review and updates are required to incorporate changes at EC WMF, and to prepare short- and long-term plans that would better reflect the current and future needs and requirements at the EC WMF. The focus of the proposed project will include sequential landfill development, stockpile management, development and operation of the interior road network, cell planning, cell design, leachate management, landfill gas system and high-level surface water management. The updated master plan will include a detailed plan for the next ten (10) years and a high-level plan for the remainder of the landfill life. This project includes: The preparation of an updated Waste Management Facility (WMF) Master Plan (MP) for the Site as agreed between The City and successful proponent; and AEP (Alberta Environment and Parks) approval renewal support. Unless otherwise stated in the Agreement Letter, the award under this RFP will be for all Phases of the Requirements, subject to approval by The City after each Phase. The pre-proposal/site meeting will be held on 2022 October 4 at 8:30 – 10:30 AM. at East Calgary (EC) Waste Management Facility (WMF) and is open to all proponents: 3801 68 St SE, Calgary, AB T2B 4R8 This meeting is NOT mandatory. 3. This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations. 4. The term of the Agreement will be for so long as it takes to perform the Deliverables. Target completion dates: One year after award of contract Selection of Negotiations Proponent - Six (6) to eight (8) weeks from submission deadline. Scope and Fee Estimate Approval - Two (2) to three (3) weeks from selection of Negotiations Proponent. Draft Reports on Master Plan Update - May 2023 AEP Approval Support - Six (6) to eight (8) weeks after submission of draft report. Final Reports on Master Plan Update - October 2023 Project Closure - December 2023 *The City reserves the right to modify any of the above dates.
