Description
The Current State Analysis of Regional Organics project is the first of two phases of a Regional Organics Strategy. The current state analysis will bring together a substantial body of work already completed by member municipalities. The project will also build upon earlier investment by the Collaborative in a Regional Monitoring and Measurement Program and a Solid Waste Data Strategy. These projects provide the foundation for building shared definitions and a consistent methodology for tracking and analyzing solid waste data across municipalities. This information will be an important input and tool to help identify and assess regional actions with the greatest impact.
The scope of work required to complete the project includes:
• Provide strong project management to ensure the project progresses on schedule and on budget and that deliverables are provided with sufficient time to be included in required agenda packages.
• Collect and review relevant information regarding municipal programs, strategies, plans, roadmaps, studies, and research to identify best practices, gaps or barriers best addressed using a regional approach, and potential duplication or competing priorities for organics management across the Region.
• Review the regional solid waste data model to understand current volume and to forecast expected future volume of organic waste. Apply reasonable assumptions to assess processing capacity needed over time for residential and non-residential waste sectors.
• Complete a jurisdictional scan to identify and analyze leading organics management systems within Canada and across the world.
• Work with the Collaborative to identify multi-stakeholder circular organics management systems with the greatest applicability to the Region. Complete a detailed analysis of the characteristics and conditions key to success and assess the feasibility of adopting or evolving identified models within the Region.
• Engage with member municipalities, industry, and regional
stakeholders to identify:
• Existing, planned, or in-flight infrastructure investments.
• Regional processing infrastructure and expected gaps in capacity.
• Emerging technologies.
• Unique strengths and competitive advantages.
• Regulatory, financial, or other barriers.
• Strategic partnership opportunities.
• Potential funding opportunities and sources.
• Identify a range of program, policy, regulatory, partnership, and
advocacy options along with implementation consideration (e.g.,
potential impact, benefits, costs, and other implications) for each
municipality and across the Region.
The current state analysis will provide the EMRB Solid Waste Collaborative, MRSP Standing Committee, and the Board with the information needed to provide strategic guidance for Phase 2. The second phase of the project will be informed by the outcomes of phase 1 and may include development of a desired future state for the Region, prioritization of supported options, and the recommendation of a 5-year roadmap to guide implementation.
