    OVERALL PROJECT DESCRIPTION: Shawnessy Commons is an operational 81-unit Supportive Seniors Living facility located at 30 Shannon Pl SW in Calgary. The residence is highly mobility focused with over 80% of residents requiring some means of mobility aid (walkers, wheelchairs, scooters etc.). Silvera have been undertaking preliminary design and functional programming exercises since 2020. Clark Builders has been engaged by Silvera for Seniors to complete a multi-phased, multi-year building modernization and interior upgrade. The scope of potential work related to this project includes, but not limited to: · Creation of 2 new suites in the NW corner of the building · Re-configuration and interior upgrades of multi-use area in NW Corner · Conversion of existing space into an Occupational Therapy Health Room · Creation of new staff use spaces within existing building footprint and modernization and reconfiguration of existing staff areas · Interior upgrades to walls, flooring, and lighting · Re-location of existing building operational amenities · Upgrades and modernization to resident dinning facilities and kitchen · Changes to front entry façade related to common area improvements impacts affecting central gathering spaces including commercial kitchen, dining hall, admin area, and amenity/lounge areas and corridors · Common area modernizations throughout building · Other scopes that may be identified and best coordinated through this project which could include but not be limited to: suite improvements, shower replacements, equipment upgrades, and mock ups or other exploratory works. Full list of scope of work and phases have not been finalized and will be issued for tendering in multiple stages through a pre-qualified bidders list. PROJECT SPECIFIC BIDDERS LIST: This project will have the potential for multiple phases to run sequentially or overlapping through the 2025 and 2026 season. Due to the potential variations of subtrade staffing requirements each phase will be tendered individually to the Project Specific Bidders List. PRE-QUALIFICATION REQUIREMENTS: As part of our tender process, we are required to pre-qualify all trades. Pre-qualification helps Clark Builders filter out bids from subtrades that may not have the necessary resources to meet project requirements. Any subcontractor wishing to be added to the Project Specific Bidders List (PSBL) must demonstrate understanding of the working conditions of the building and complete the pre-qualifications with COMPASS. Subcontractors on the PSBL are not mandated to provide pricing for every released Phase tender. The Project will first release new Phase tenders to Subcontractors on the PSBL, if there are no respondents from the PSBL to a scope of work; or if there is only one respondent whose quotation pricing cannot be verified; or if the project finds that submitted quotations are not within market value or project budget, the Owner may choose to release the Phase tender back to open market. WORKING CONDITIONS OF PROJECT: The building will be occupied for the duration of the project. Hoarding walls and other safety measures will be utilized throughout the project to ensure that the impact to residents is kept as minimal as possible and to allow the facility to remain fully operational throughout all (multi-year) construction phases. Qualified bidders shouldbe able to demonstrate and provide a list of projects which they have completed that had similar working conditions to the project. This can include projects completed within other assisted or facility living spaces, projects completed in occupied conditions, and projects with multiple steps and phases and/or hoarding conditions. Site cleanliness will be of high priority, it is expected that work areas, especially those that are in view of facility residents, are cleaned regularly, work areas are kept tight and not to spread out, tools are not left unattended, and workers maintain professional demeaner and language. PRE-QUALIFICATIONS THROUGH COMPASS: Pre-qualifications are completed through COMPASS by Bespoke Metrics. · Subcontractors already registered with COMPASS need to share their profile with Clark Builders prior to the pre-qualification date. · Subcontractors not already registered with COMPASS are to email Clark Builders Procurement procurement@clarkbuilders.com to receive an invite for pre-qualification. Compass registration must be started prior to the Project Specific Bidders List Registration Date. PROJECT SPECIFIC BIDDER LIST REGISTRATION: Registration to the Project Specific Bidders List must be submitted via email to Clark Builders no later than: Tuesday the 4th of February 2025 @ 2:00pm . All Project Specific Bidders List registration requests to be submitted through Building Connected online or via email, clearly marked "Silvera Shawnessy Lodge Renovation – Phase 1” to Mary Jane Ocsan ( maryjane.ocsan@clarkbuilders.com ). Failure to properly title an email may result in the rejection of your bid. Registration will be valid for 2 years through 2025 – 2026 project phasing. CONSTRUCTION OF PHASE 1 - NORTHWEST CORNER AND WEST WING: Clark is tendering the Silvera Shawnessy Lodge Renovation – Phase 1 project, located at 30 Shannon Place SW, Calgary, Alberta. The intent of this Tender is to solicit and receive formal offers to supply and install all labour, materials and equipment herein described as WORK in the contract documents for a Stipulated Price Subcontract. The Subcontractor’s scope is inclusive of the complete labour, materials, and equipment necessary to provide the complete work as detailed in the plans, specification, addenda, and other tender documents in addition to the list of items provided in this document. Project Description: Construction of 2 new suites to the NW corner of Building B; Tenant Improvement of Multipurpose, West Wing Hallway, & Therapy Room. This includes the following scope of works: · Selective Demolition · Steel Stud Wall Construction · New Drywall to Walls & Ceilings · Patch/Repair Existing GWB Partitions · New Flooring, Ceiling, & Wall Finishes · New Doors, Frames & Hardware · Millworks · Specialties · Electrical Scope of Work as indicated on drawings · Mechanical Scope of Work as indicated on drawings *Important*: All bids must separate the costs of Suites & Multipurpose, Hallway, and Therapy Room. PRE-QUALIFICATION REQUIREMENTS: As part of our tender process, we are required to prequalify all trades. Pre-qualification helps Clark Builders filter out bids from subtrades that may not have the necessary resources to meet project requirements. Pre-qualification key requirements of COMPASS include: · Completion of online pre-qualification registration · Compliance with Clark Builders’ safety and project standards · Submission of essential documentation (e.g., WCB Clearance Letter, General Insurance Certificate, etc.) · Demonstrated capacity to meet project demands RFIs AND INQUEST: All inquiries to be submitted through Building Connected online Request for Information or via email to Mary Jane Ocsan ( maryjane.ocsan@clarkbuilders.com ), by: Wednesday the 29th of January 2025 at 2:00 p.m. BID SUBMISSION: Pre-qualification registration with COMPASS confirmation submitted per Part II of this document to Clark Builders no later than: Tuesday the 4th of February 2025 @ 2:00 p.m. Bids will be submitted to Clark Builders no later than: Tuesday the 4th of February 2025 @ 2:00 p.m. All bids to be submitted through Building Connected online submission or via email to Mary Jane Ocsan ( maryjane.ocsan@clarkbuilders.com ) Bids must be clearly marked "Silvera Shawnessy Lodge Renovation – Phase 1” and must include all Breakout, Separate, Unit, and Alternate Prices. Failure to do so may result in the rejection of your bid. All subcontractors who submit qualifying quotations for this Silvera Shawnessy Lodge Renovation – Phase 1 tender will automatically be registered on the Project Specific Bidders List for 2 years and will receive invitations to all subsequent Phase tenders for this project which are managed by Clark Builders within the registered timeframe. Clark Builders reserve the right not to consider the merits of any proposal not submitted in accordance with the requirements stated in this Tender. In considering the merits of each proposal: · Clark Builders may not accept any quotation, may accept any part of a quotation, may accept a quotation not containing the lowest price; · Clark Builders may request further clarifications from any proponent prior to a final selection; · Quotations which are incomplete, conditional, illegible or obscure may be rejected; · The decision related to this tender is final. Subcontract award to one phase of the project does not necessitate the award of any other project phase, however, registrants on the PSBL will receive first issuance of phase tenders as per Part II above. BID INQUIRIES: All inquiries shall be submitted in writing to Clark Builders via Building Connected or at the email address specified in Item C above. The last day that inquiries will be received is Wednesday the 29th of January 2025 at 2:00 PM MST.
