Lac La Biche County - Negotiated Request for Proposal - Contracted Payroll/HRIS System Provider

The intent of this Request for Proposal (RFP) is to solicit sealed proposals from qualified providers and subsequently enter into a contract to provide outsourced and/or automated payroll and HR services with a streamlined self-serve system that will function for all employees of Lac La Biche County. The services required shall include: • A team of professionals able to seamlessly implement a payroll software system that is capable, secure, and user-friendly for up to 300 employees of all levels. • The payroll functions required from this system include: Administration and processing of payroll and tax services, time and attendance management, distribution of pay statements, deposits, Records of Employment, third party remittance services, employment verification, analytics, data, Employee and Manager Self-service (ESS + MSS), and benefits administration. • The HR functions required from this system include: Employee administration, lifecycle management (onboarding/offboarding), document/approval workflows, and talent management solutions. • The software system shall be able to process payroll services accurately and on time on an ongoing basis. Implementation should have no interruption to the current bi-weekly payroll rotation. • All functions shall be aligned with proper legislation and compliance processes related to payroll and employment standards. • A support team, behind the software system that can respond to staff inquiries, troubleshoot problems, and assist with solutions in a timely fashion.
