City of Calgary - Request for Proposal - 23-1538 Snow and Ice Control

The City of Calgary (“The City”) is seeking proposals from contractors for snow and ice control services at various locations throughout The City on a monthly and on an as required, as needed basis. The work will be broken out into 4 schedules Schedule 1 : North Zone Schedule 2: Center Zone Schedule 3: South Zone Schedule 4: CPS (Calgary Police Services) Proponents may bid on one or more Schedule(s) based on their discretion. Proponents are not required to bid on each Schedule. Each Schedule will be evaluated and awarded separately. The Rated Criteria will be the same for all Schedules. Proponents who are the highest rated in two (2) or more Schedules will be invited to enter negotiations with The City to confirm they have the capacity and resources to support two (2) or more Schedules. The City anticipates that there may be a need for at least 30 dedicated staff to fulfill the requirements for two (2) or more Schedules as per Appendix F Deliverables. If negotiations are unsuccessful, a Schedule may be awarded to the next highest rated Proponent for that Schedule. Only one proposal is required to be submitted. Proponents are to clearly indicate which Schedule(s) they are bidding for on the cover page on their Proposal and on Appendix C “Schedule Submission” tab. Proponents are to provide information specific to each Schedule(s) they are bidding on as outlined in Appendix F. This procurement process is not intended to create, and will not create a formal, legally binding bidding process. It will instead be governed by the law applicable to the direct commercial negotiations.
