City of Calgary - Request for Proposal - Waste Composition Studies (24-1528)

This RFP is open to pre-qualified firms only. Proponents are invited who have been pre-qualified based on specific information previously submitted through The City’s Prequalification for Engineering and Architectural Consultants RFPQ 06-006. Proposals will only be considered from proponents that have achieved a pre-qualified status in the following discipline(s): Solid Waste Disposal and Processing. To view the list of pre-qualified firms, visit www.calgary.ca/prequalification and select “engineering and architectural Services.” This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations. The City of Calgary (The City) is seeking an experienced and qualified consulting firm to assist The City in designing a series of waste composition studies assessing multiple sectors, as well as to carry out the designed waste sampling events. Waste composition studies may include both hand-sorted (weighed) samples obtained from City and/or privately-serviced waste containers and visual assessments of loads delivered to City Waste Management Facilities. Phase 1 (year 1) will include characterizing residential black cart garbage and loads delivered to City Waste Management Facilities for disposal: 1. Preparing a detailed sampling plan including methodology; 2. Identifying and selecting waste sample collection sites; 3. Collecting samples (as needed); 4. Transporting samples to sorting location (as needed); 5. Assessing samples by hand-sorting (weighing) and/or visual assessments; 6. Submitting electronic data sheets and photographs of samples; 7. Reporting on each sampling event and at the end of the project. The scope does not include Phases 2 to 4 of the project, for developing and carrying out sampling plans for years 2 to 4. The scope could be extended for Phases 2 to 4, each of which would be similar in scale to the residential black cart sampling in Phase 1. Phases 2 to 4 may include additional sampling of residential garbage, recycling, and/or food and yard waste; Waste Management Facility loads; and representative sampling from waste generators in the multi-family and Industrial, Commercial & Institutional (ICI) sectors.
