Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Goods Purchased on a Commodity Market Comprehensive Land Claim Agreement: No Vendor Name and Address: Northern Transportation Company Limited 42003 MACKENZIE HIGHWAY HAY RIVER Northwest Territories Canada X0E0R9 Nature of Requirements: DND - BARGE RENTAL NANOOK 12 BACKGROUND Operation NANOOK 12 is an initiative to train forces at the tactical level for joint/combined operations in Canada's North and to facilitate the necessary operational level interaction and planning should it be required during a real-world situation. CANADA COM is the lead planner for the exercise and is responsible for the provision of a barge to act as a training aid for the primary training audience to utilize. REQUIREMENT Canada Command will require the temporary, exclusive use of a river barge commencing on 17 August 2012 and ending no later than 26 August 2012. The barge must be a minimum of 150 feet in length and a minimum of 35 feet wide, and must be capable of carrying a contractor provided liquid tank with a minimum capacity of 5,000L and a maximum capacity of 10,000L. The barge will be required to be towed into position by 17 August 2012 near the Dempster Highway Ferry Crossing on the Mackenzie River, north of the Tsiigehtic Ferry, Northwest Territories. It will be left in place until released no later than 26 August 2012. SOURCING STRATEGY This procurement has been set aside under the federal government's Set-aside Program for Aboriginal Business (SPAB). Only Aboriginal businesses as defined in the SPAB are eligible to challenge the proposed procurement strategy to award the contract to the named Aboriginal business. The Statement of Work is exempt from the provisions of the: 1) World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 2) North American Free Trade Agreement (NAFTA), Chapter Ten Annex 1001.2b Paragraph 1, however, it is subject to the Agreement on Internal Trade (AIT) and will therefore be limited to qualified Aboriginal Businesses located in Western Canada in accordance with Shipbuilding, Refit, Repair and Modernization Policy (1996-12-19). Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
