    ADVANCE CONTRACT AWARD NOTICE (ACAN)
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award. However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    All responses or inquiries are to be submitted to the
    Procurement officer identified above.  The PWGSC file number,
    the Procurement officer's name and the closing date of the ACAN
    must appear on the outside of the envelope in block letters or,
    in the case of a facsimile transmission, on the covering page.
    
    The PWGSC Vancouver office provides procurement services to the
    public in English.
    
    Requirement:
    Public Works and Government Services Canada (PWGSC), on behalf
    of its Client, Department of National Defence (DND) in support
    of Tactical Asset Configuration Information System (TACIS),
    intends to enter into a sole-source contract with Intermec
    Technologies Canada Ltd, 7065 Tranmere Drive, Mississauga,
    Ontario, L5S 1M2, Canada to supply and deliver one hundred (100)
    Hand Held Barcode Terminal CN-3G Barcode Readers (no wireless
    capability) with ancillary products and a provision of 3 year
    return-to-depot warranty services to fully support the
    configuration tracking and the mission transition from
    Afghanistan.  The products are for delivery to DND, CFSD
    Montreal in QC.
    
    There is an optional requirement to purchase up to one hundred
    (100) additional barcode readers over the next one (1) year for
    this requirement.

    Under the Government Contract Regulations the exception to
    soliciting bids is as follows: only one person or firm is
    capable of performing the contract.
    Trade agreement application:
    The North American Free Trade Agreement (NAFTA), Agreement on
    Internal Trade (AIT), World Trade Operation Agreement on
    Government Procurement (WTO-AGP), Canada-Peru Free Trade
    Agreement, Canada-Chile Free Trade Agreement and Canada-Columbia
    Free Trade Agreement are applicable to this procurement.
    
    Reason for single tendering consideration:
    In 2005, the purchase of 285 Intermec model 730 was done by
    General Dynamic Canada as part of a tri-fold statement of work
    to develop a Tactical Asset Configuration Information System
    (TACIS) for support of the Land Command Support System between
    Director Land Command System Program Management (DLCSPM) DND,
    General Dynamics Canada and Auto-trol Technology (Canada).
    
    In 2011, 285 Intermec model CN3G was purchased by Public Works
    and Government Services Canada (PWGSC), Gatineau, on behalf of
    DND for upgrade from the old model 730 (end of life) to new
    model CN3G (no wireless capability).  The application (TACIS) is
    being used across DND and the original software was designed
    specifically for model 730, using libraries and system calls
    specific to Intermec technologies.  And this software is also
    compatible with model CN3G.  Therefore, the upgrade requires no
    (or very minimal) changes to the application, i.e. Additional
    design, coding, testing, documentation and user training effort.
    
    Now, DND would like to purchase additional barcode readers
    (model CN3G) which can interchangeable/interoperable with
    existing equipment and software.  DND has done a lot of effort
    to develop the TACIS system as a robust application and to input
    thousands of records into the system.  Any changes on
    application would cause substantial duplication of costs to the
    procuring entity.
    
    Delivery:
    Delivery is required on or before 28 December 2012. 
    
    Estimate cost of the proposed contract:
    Estimate cost of the proposed contract is: C$388,500.00, GST
    included.
    
    If you wish to submit a written response showing that you are
    capable of meeting this requirement, it must be done not later
    than the specified closing date and time.  As it is intended to
    proceed in a timely manner, responses received after the closing
    date will not be considered.
    
    Responses received on or before the closing date will be
    considered solely for the purpose of deciding whether or not to
    conduct a competitive procurement.  Information provided will be
    used by the Crown for technical evaluations purposes only and
    will not be construed as a proposal.  Your written response must
    provide sufficient evidence (e.g. Specifications, technical
    data, drawings or any other proof) that clearly demonstrates
    that your product or service is capable of fulfilling this
    requirement.
    
    Suppliers that have submitted a response will be notified in
    writing of PWGSC's decision whether to continue with the
    aforementioned procurement or to compete the requirement.

    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
