Nature of Requirements: 

The Radar Electronic Warfare Section (REW) of Defense Research and Development Canada - Ottawa Research Centre (DRDC-O) is a leader and center of expertise unified and committed to ensuring the Canadian Forces is technologically prepared and operationally relevant on radar electronic warfare.
 
Radio Frequency (RF) Electronic Warfare (EW) System Modeling and Simulation (M&S) with the consideration of Hardware-in-the-Loop (HWIL) has been identified as a key capability development for Royal Canadian Air Force (RCAF).  
In order to support this capability development, the research team requires scientific and engineering support services. 
Services are to be provided as and when requested in accordance with the Task Authorization process detailed in Part 7, Article 1.1, of this RFP.

The period of the Contract is from date of Contract award to three years after the date of Contract award with the possibility of three one-year extensions.

This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to DRDC in the National Capital Region.

The requirement is limited to Canadian goods and/or services.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The performance of the Work requires access to controlled goods subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA).

The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
