    DESCRIPTION
    
    The Department of National Defence requires temporary help services in support of the food services of its kitchens in St-Jean-sur-Richelieu, Farnham, Valcartier, Quebec City and St-Hubert, namely, for the following resource categories: cook , assistant cook, cook supervisor, general helper, general help supervisor, cashier, warehouse attendants and coordinator.
    
    PERIOD OF STANDING OFFERS:
    
    The period of the Standing Offer is 2 years from the date of issuance of the Standing Offer. Canada reserves the right to extend the period of the Standing Offer by one year.
    
    SECURITY REQUIREMENT
    
    There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses.
    
    Suppliers who intend to submit an offer but who do not meet the minimum security requirements are invited to request security sponsorship in order to be registered and screened by Public Services and Procurement Canada (PSPC)s Contract Security Program. Requests to be sponsored for the required security clearances must be submitted by email to the Contracting Authority.
    
    COVID-19 VACCINATION REQUIREMENT
    
    This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as part of the bid will render the bid non-responsive.
    
    SUBMISSION OF OFFERS
    
    Offers must be submitted by fax to the number indicated in the request for standing offers or electronically using the Canada Post Corporation’s (CPC) Connect service for the subject request for standing offers. 
    
    This service allows offerors to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Hard copy (submitted in person or via mail/courier) offers will not be accepted for the subject request for standing offers.
    
    DEBRIEFING
    
    Offerors may request a debriefing on the results of the request for standing offer process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
    
    The Crown reserves the right to negotiate with suppliers on any procurement.
