    Notice of Proposed Procurement
    Project Title:	Hamilton, ON - Burlington Lift Bridge -
    Replacement of Controls, Drives and Overhead Cables
    Project No.: R.012641.001
    
    PROJECT DESCRIPTION
    Scope of work: The Work comprises of the Replacement of the
    Controls, Drives and Overhead Cables and mechanical and
    structural work including but not limited to the testing and
    commissioning of the Burlington Canal Vertical Lift Bridge and
    also carrying out all the necessary Pre-Operational Work as
    specified and ensuring that the Bridge is made ready for the
    operation to serve the public as intended.
    
    MANDATORY SITE VISIT
    There will be a site visit on September 9, 2014 at 10:00 am.
    Interested bidders are to meet at the Parking Area, adjacent to
    the bridge,   Burlington Canal Vertical Lift Bridge in Hamilton,
    Ontario. The site visit for this project is MANDATORY. The
    representative of the bidder will be required to sign the Site
    Visit Attendance Sheet at the site visit. Bids submitted by
    Bidders who have not signed the attendance sheet will not be
    accepted.
    
    BIDDERS' CONFERENCE
    A bidders' conference will be held at Burlington Lift Bridge on
    September 9, 2014. The bidders' conference will begin
    immediately following the site visit.
    The scope of the requirement outlined in the bid solicitation
    will be reviewed during the conference and questions will be
    answered. It is recommended that bidders who intend to submit a
    bid attend or send a representative.
    Bidders are requested to communicate with the Contracting
    Authority before the conference to confirm attendance. Bidders
    should provide, in writing, to the Contracting Authority, the
    names of the person(s) who will be attending and a list of
    issues they wish to table at least 2 working days before the
    scheduled conference.
    Any clarifications or changes to the bid solicitation resulting
    from the bidders' conference will be included as an amendment to
    the bid solicitation. 
    The Contractor shall perform and complete the Work in two phases
    from the date of notification of acceptance of the offer as
    follows:
     
    1.	Phases of Completion:
    a.	Phase I Completion: 
    All work associated with the Replacement of the Controls, Drives
    and Overhead Cables shall be completed, tested and commissioned
    by no later than March 20, 2016. 
    b.	Phase II Completion The Work comprises of the:
    •	Verification and testing of the Bridge operating system for
    one (1) week starting the 21 up to 27 March 2016 and
    •	Provision of technical and professional support to PWGSC
    operating staff during the 60-day trial period of the navigation
    season and as required for the adequate bridge operation
    starting on March 28 up to May 28, 2016. At the successful
    conclusion of the trial period, this will be considered as the
    Phase II Completion. 
    
    2.	Substantial Completion: At the successful conclusion of Phase
    II Completion, the Substantial Performance will be considered as
    achieved. 
    
    3.	Final Completion: Following substantial Completion and after
    completion of any deficiencies at the work, then the Contractor
    will be entitled to apply and awarded the Certificate of
    Completion of the Work.

    incorporated by reference into, and form part of the Tender and
    Contract Documents.  The Standard documents are issued by Public
    Works and Government Services Canada.
