Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: Yes Nature of Requirements: Department of National Defence Calibration Services Programme W8486-184754/C McLaughlin, Michael Telephone No. - (873) 353-7592 michael.mclaughlin@tpsgc-pwgsc.gc.ca 1) Summary The objective of this Request for Proposal (RFP) is to establish a national calibration service contract for test equipment for electrical/electronic and physical properties test equipment assigned to Department of National Defence (DND) Establishments, Canadian Forces Bases, Stations, Units, and Ships. The method for accomplishing this work is to be proposed by the Contractor in its bid and must satisfy all Statement of Work requirements. Canada anticipates to award a five (5) year contract with five (5) twelve (12) month option periods. 2) Security Requirements There are security requirements associated with this requirement. At the date of bid closing, the following conditions must be met: (a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses; (b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses; (c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites; (d) the Bidder’s proposed location of work performance and document safeguarding must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses; (e) the Bidder must provide the addresses of proposed sites or premises of work performance and document safeguarding as indicated in Part 3 - Section IV Additional Information. For additional information on security requirements, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. 3) National Security Exception (NSE) Due to the application of a National Security Exception (NSE), the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA) will not apply to this requirement. In order to submit a bid proposal, Bidders must a Canadian Company or currently operate and continue to do so, throuhgout the life of the contract, in one of the countries listed as a current and active member of the North Atlantic Treaty Organization (NATO) as listed at https://www.nato.int/cps/en/natohq/nato_countries.htm. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
