    THERE WILL BE A BIDDERS CONFERENCE MEETING TO DISCUSS THIS
    REQUIREMENT ON MAY 27TH, #2 Hangar, CFB GREENWOOD at 1300 hrs..
    
    Any questions/concerns are to be sent in writing to the
    Contracting Authority prior to May 21st in order to prepare and
    provide information at meeting.  Bidders are also to confirm
    their attendance to the Contracting Authority prior to May 23rd,
    if no interest is shown in a Bidders conference prior to May
    23rd, the meeting will be cancelled.
    
    The Department of National Defence, HMCS  ACADIA, Cornwallis
    Nova Scotia has a requirement for the following:
    
    To provide THREE (3) bare boat charter vessels (no crew
    required) to be used for seamanship training/cruises for cadets,
    and to act as a Safety/Rescue boat for sailing activities and
    whaler outings in the Digby/Cornwallis/Metegan Nova Scotia as
    well as the Gulf of Maine to within 1 nm of the Canadian, United
    States Border then along the border to Calling in Point, the
    Saint John and Kennebecasis riverways, New Brunswick area.  
    
    Vessel(s) are to be delivered by the owner(or designate) the
    first day of the charter to HMCS Acadia, Cornwallis, Nova
    Scotia(or by a date to be negotiated), and to be removed by the
    owner(or designate) on completion of the charter. HMCS Acadia's
    training staff must be afforded the opportunity to be onboard
    during the transit when the boats are being delivered to HMCS
    ACADIA.
    
    Vessels will be operated by a qualified Reserve Officer (SEA) of
    the Cadet Instruction Cadre (CIC) and will be used to support
    Sea Cadet training at HMCS Acadia, at the former CFB 
    Cornwallis, Nova Scotia.
    
    The mandatory criteria in Appendix "A" will be confirmed by an
    inspection.
    
    PWGSC and representatives from DND will perform an inspection to
    confirm this information prior to award of any contract.
    
    Proposal must be accompanied by the following information for
    each vessel (s) proposed to charter.  Failure to provide the
    following mandatory criteria with bid will deem bid as
    non-responsive and will be given no further consideration.
    
    Bidders are required to provide information requested on Annex
    "B" Vessel Description.
    
    Bidders must provide copy of a Transport Canada Marine Safety
    Branch Inspection Certification.
    
    MANDATORY CRITERIA:
    
    Some of the mandatory criteria for each vessel includes, but is
    not limited to the following:
    Vessels are to be diesel engine motorized  and must be not less
    than 13.8 metres (45 feet)  in length; not less than 5 metres
    (16 feet) in width; and not less than 12 tons registered
    tonnage.  Vessels will be accepted for charter on successful
    completion of the Sea Training Atlantic Readiness Inspection.
    
    Also required:
    
    - Must be willing to provide vessel for the entire period of the
    contract (including option years if exercised)
    
    PROPOSED PERIOD OF CHARTER:
    
    For the period 24 JUNE 2014 TO 21 August 2014, - with an option
    to extend for two(2) additional  one (1) year periods from 23
    June 2015 to 20 August 2015, and 20 June 2016 to 25 August,
    2016.  As part of the bid evaluation a pre-inspection by DND and
    PWGSC  will be performed during June 11-12, 2014. 
    
    
    This PWGSC office provides procurement services to the public in
    English.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
