    Background:
    
    Defence Research and Development Canada (DRDC) Atlantic is
    carrying out the Northern Watch Technology Development Project
    (TDP) to demonstrate a maritime surveillance capability over a
    limited portion of Barrow Strait in the vicinity of Gascoyne
    Inlet, Devon Island, Nunavut.
    
    Requirement:
    
    In accordance with the attached Statement of Requirement, DRDC
    Atlantic requires the temporary, exclusive use of a chartered
    ship and crew commencing at 0800 hours on 08 August 2013 and
    lasting until 1700 hours, 17 August 2013, with an option for up
    to five (5) additional days.
    
    The primary task of the vessel will be as a platform from which
    to deploy an underwater acoustic array that will be used in the
    Northern Watch TDP.  The secondary task for the vessel will be
    to conduct multi-beam sonar mapping of the sea bottom.
    
    Prior to the Arctic deployment, a 3 day trial will be required
    in May/June timeframe in an area local to the ship's home port. 
    The trial will be conducted to test the array deployment system
    and assess ship manoeuverability and therefore its suitability
    for the Arctic deployment. Failure of the trial for reasons of
    ship capability, fittings or state of repair will result in the
    contract being terminated following the trial.
    
    In accordance with Annex "B" of the solicitation document,
    bidders must communicate with the Contracting Authority in order
    to be provided with equipment and personnel mobilization and
    demobilization costs, prior to bid closing.
    
    The requirement is exempt from the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP),
    Annex 4 and the North American Free Trade Agreement (NAFTA),
    Chapter Ten Annex 1001.2b Paragraph 1, however, it is subject to
    the Agreement on Internal Trade (AIT).
