    1.  TITLE: 
    
    ENGINEERING SUPPORT FOR NAVAL EXPLOSION EFFECTS RESEARCH
    
    2.  SECURITY REQUIREMENTS:

    3.  REQUIREMENT:
    
    Defence Research and Development Canada (DRDC) Suffield has provided scientific support for the Canadian Forces for several decades, and specifically conducts research on the mechanisms of explosions and their effects.  The Experimental Proving Grounds (EPG) at DRDC Suffield is one of the main locations for research activities, and comprises of many test facilities for conducting specific types of experiments.  One of the facilities is the Underwater Explosion (UNDEX) pond for conducting underwater explosion experiments, and is the primary facility requiring engineering support.  
    
    To support these programs, engineering support will be required to maintain existing facilities, assist in design and construction of new test apparatuses and assisting in conducting trials.  Finally scientific and engineering support will also be necessary to assist in data reduction and analysis, which will occasionally require fluency in numerical modeling.
    
    To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. 
    
    4. EVALUATION AND SELECTION:  
    
    Mandatory and point rated technical evaluation criteria are included in Annex "H" of the solicitation. 
    
    Contractor selection will be based on the highest responsive combined rating of technical merit and price.  The ratio will be 40% for the technical merit and 60% for the price.
    
    5. OWNERSHIP OF INTELLECTUAL PROPERTY:
    
    Any intellectual property arising from the performance of the Work under the Contract will vest in Canada. 
    
    
    6. PERIOD OF CONTRACT: 
    
    It is anticipated that any contract will be effective for a period of five (5) years with the option to extend the term of the Contract by up to two (2) additional one (1) year periods.
