TITLE: ACCELERATED DEVELOPMENT OF STEM CELL THERAPEUTICS 2. SECURITY: 2.1 The following security requirements apply and form part of the Contract. SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PSPC FILE #: W7702-175853 2.1.1 The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 2.1.2 The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC. 2.1.3 Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 2.1.4 The Contractor/Offeror must comply with the provisions of the: a. Security Requirements Check List, attached at Annex A; b. Industrial Security Manual (Latest Edition). 3. REQUIREMENT: Defence Research & Development Canada, Suffield Research Centre has been exploring the potential of mesenchymal stem cells (MSCs) as therapeutic and tissue regenerative tools for the treatment of injury and disease. Recent developments require the acceleration of some aspects of this work, to advance specific aspects of the work towards a prototype that can potentially improve casualty care capability in the Canadian Armed Forces. Mesenchymal stem cells (also known as mesenchymal stromal cells) are adult non-embryonic cells with limited potential to differentiate into various cell types. In response to specific environmental stimuli, MSCs adapt their metabolism and cell signaling properties in potentially useful ways. This project will attempt to refine and exploit certain MSC responses towards therapeutic tools for treatment of injury, particularly severe thermal injury to dermal tissues. To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. 4. EVALUATION AND SELECTION: Evaluation: Mandatory and point rated technical evaluation criteria are included in Annex F of the solicitation. To be declared responsive, a bid must: a. comply with all the requirements of the bid solicitation; b. meet all mandatory technical evaluation criteria; and c. obtain the required minimum of 70% percent overall of the points for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 136 points. Maximum Funding: The maximum funding available for the Contract resulting from the bid solicitation is $520,000.00 (Applicable Taxes extra). Bids valued in excess of this amount will be considered non-responsive. This disclosure does not commit Canada to pay the maximum funding available. Contractor selection: The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price does not exceed the budget available for this requirement. 5. OWNERSHIP OF INTELLECTUAL PROPERTY: Any intellectual property arising from the performance of the Work under the Contract will vest in the Contractor. 6. PERIOD OF CONTRACT: It is anticipated that any contract will be effective from date of contract award to 2019-03-31.
