MECHANICAL AND ELECTRICAL ENGINEERING CONSULTANT SERVICES – STANDING OFFER

Objective

The objective of this RFP is to select one (1) firm, who will sign a Standing Offer (SO) with the National Arts Centre to provide electrical and mechanical engineering consultant services on an “as and when required” basis to a maximum estimated value $1,650,000.00 for a period of three (3) years from the date of the SO establishment.

The first Call-up, at a maximum estimated value of $750,000.00, which will support the Energy Services Acquisition Program (ESAP) project will be authorized upon SO establishment. 

If mutually agreeable between the Consultant and NAC, the SO may be extended for up to three (3) additional one-year periods and increased in the order of $300,000.00 for each additional year, resulting in a total maximum value of $2,550,000.00.

Call-ups under the SO (after the completion of Call-up #1) will reflect and support the NAC capital projects. 

The SO is not a commitment by the NAC to spend the entire or any amount.

Project Scope of Services

The Consultant will be required to provide “as and when required” mechanical and electrical engineering services in support of the following types of projects:

• electrical distribution upgrades;
• investigation and reporting on mechanical systems;
• investigation and reporting on electrical systems;
• evaluation of performance levels of existing mechanical systems;
• mechanical design for refurbishment of existing systems, or installation of new systems;
• electrical design for refurbishment of existing systems, or installation of new systems; and
• office space modification or creation.

The services required may including the following:

• Studies, Investigations and Reports;
• Preparation of Statement of Requirement (SOR);
• Preparation of Statement of Construction Requirement (SOCR);
• Option Analysis;
• Preparation of Concept;
• Design Development;
• Preparation of Construction Documents and Performance Specification;
• Tender Phase services; and
• Construction Phase Services

Call-ups will require proficiency and specialization in at least the following disciplines:

• Mechanical Engineering;
• Electrical Engineering (including lighting and telecommunications); and
• Cost Estimating
