This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003 (Tier 1, Requirement valued greater than the NAFTA threshold but less than or equal to $2M). All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.

NOTICE OF PROPOSED PROCUREMENT

Summary:

The objective of this bid solicitation is to to satisfy the requirement of Health Canada for eLearning and Rapid eLearning Services under the Learning Services Supply Arrangement (SA) method of supply by establishing a competitively-awarded contract with one supplier under the following Streams on an "as and when requested" basis:

Stream 2 - Instructional Design & Development Services

Instructional Designer

up to 10 X Senior Instructional Designer
up to 10 X Junior Instructional Designer

Stream 3 - Custom eLearning Product Programming

Custom eLearning Product Programmer

up to 5 X Senior eLearning Product Programmer
up to 5 X Junior eLearning Product Programmer

Stream 4 - Rapid eLearning Product Programming

Rapid eLearning Product Programmer

up to 5 X Senior Rapid eLearning Product Programmer
up to 5 X Junior Rapid eLearning Product Programmer

Stream 5 - Quality Assurance

up to 10 X Senior Tester
up to 10 X Junior Tester

Stream 6 - Multi-Media Design and Development;

Graphic Design

up to 5 X Senior Graphic Designer

Stream 7 - Project Management

The contract period will be for one year from the date of contract award with an irrevocable option to extend it for up to two additional one year periods.

Basis of Selection:

To be declared responsive, a bid must:

a. comply with all the requirements of the bid solicitation; and

b. meet all mandatory criteria; and

c. obtain the required minimum of 70% points overall for the technical evaluation criteria which are subject to point rating.

The rating is performed on a scale of 100 points.

Bids not meeting (a) or (b) or (c) will be declared non-responsive.

Security Requirements: PWGSC File #Common-PS SRCL#9

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada.
2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
3. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of PROTECTED B.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
   1. Security Requirements Check List and security guide (if applicable), attached at Annex "C";
   2. Industrial Security Manual (Latest Edition).

Request For Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.
