    Description

    Rental of Two-Way Radio Equipment and related Technical Support Services for a number of special events in the National Capital Region on an “as and when” required basis. It is intended to result in the issuance of a Standing Offer for an initial period lasting until, April 30, 2025, plus two (2), additional one (1) year irrevocable option periods allowing Canada to extend the term of the Standing Offer.

    This amended Request for Standing Offers cancels and supersedes the previous Request for Standing Offers number 10221735 with a closing date of 1 June 2023. This amendment has changes in the Statement of Work, the Evaluation criteria and a new closing date of June 7, 2023. These changes have been noted in yellow throughout the amended RFSO attached.

    MANDATORY CRITERION 1/4
    The proposed two-way radio network must respond to the following technical requirements:

    a) Have Digital (UHF) frequency
    b) Provide dedicated frequencies exclusively available to PCH users.
    c) Accommodate at least a minimum of 10 channels simultaneously. The system must permit each channel to operate independently of the other channels and it must permit the channels to communicate with each other.
    d) Be capable of being programmed so that different channels can be on different portable radios and/or mobile base station units.
    e) Be capable of accommodating between 6 and 250 portable radios.

    MANDATORY CRITERION 2/4
    The Offeror must demonstrate that the two-way radio network that they are proposing with their offer covers the entire National Capital Region by providing a detailed map showing the range of the network`s minimum coverage.

    The network`s minimum coverage map must be provided in pdf or jpeg format.

    MANDATORY CRITERION 3/4
    The Offeror must attest to and demonstrate its capacity to provide technical support services 24 hours per day and 7 days per week for all equipment, accessories and network covered by the resulting standing offer.

    This must include all program critical (i.e. emergency) and non-emergency services and equipment replacements.

    MANDATORY CRITERION 4/4
    The Offeror must attest that its inventory for equipment and accessories corresponds to at least that described in Attachment 2 to Part 4, Minimum Equipment Standards. Please refer to the RFSO, attached.

    Contract duration

    The estimated contract period will be 21 month(s), with a proposed start date of 2023/07/31.
