    Brief Description of Work


    This Request for Proposals (“the RFP”) issued by the BC Housing Management Commission (“BC Housing”) is an invitation to submit non-binding offers for the provision of Consultancy Services to assist BC Housing in meeting its commitments to the Accessible BC Act as further described in Appendix A.

    BC Housing is part of the first group of public sector organizations required to implement the Accessible BC Act beginning September 2022. From September 2022, BC Housing will have one year to comply with the requirements of the Act.

    This means that by September 1, 2023, BC Housing is required to:
    • Establish a committee that meets the membership requirements set out in the Act, that is inclusive of the range of the full spectrum of disabilities found within the communities we serve and is inclusive of all genders, ages, racial groups, and Indigenous communities
    • Develop a plan to identify, remove and prevent barriers to individuals who engage with or receive services from BC Housing
    • Establish a process to receive public feedback on the plan and on barriers individuals within or interacting with BC Housing experience. 

    BC Housing is looking for a consultant to support the Commission in meeting these deliverables. The consultant will project manage and lead the work of developing BC Housing’s Accessibility Strategy and provide advice and consulting services across the Commission on emerging work that requires a critical accessibility lens and analysis.

    The scope of the work will include recruitment and selection of an External Advisory Committee as required by the province, development of an accessibility strategy, development and implementation of a process to receive feedback on the accessibility plan and development and implementation of phased change management activities to support capacity building activities within Commission.

    The full scope of services is described in Appendix A – Requirements and Deliverables.  The successful Proponent must have considerable knowledge of accessibility, advanced equity analysis and public engagement.
