All the work related to the Gold Bar Wastewater Treatment Plant (“WWTP”) Primary Effluent Channels will be carried out as a program of interrelated and interconnected projects. This Request for Proposal is for Phase 1 only and in general includes (to be confirmed as part of the Validation process):
• Upgrade/improvements to the existing Bypass Chamber;
• Upgrade/improvements to the inlet flume feeding Bioreactor 1-3 header channel;
• New means of isolations at the upstream and downstream connections between the chamber and the North and South PE channels;
• Structural modification to convert the existing plant bypass (overflow) channel that feeds the chamber into a future PE connection for Phase 5;
• Construction of a new bypass connection to Outfall-20; and
• Consideration of future phases during Validation to ensure the first phase aligns with future phases. Refer to Annex B for drawings of future phases.
These upgrades focus on increasing the functionality of the chamber by providing the ability to isolate parts of the chamber for routine maintenance work and to facilitate completion of future phases of the program.
The existing inlet flume that feeds the downstream header channel to the Bioreactor 1-3 is smaller than the header channel itself causing a bottleneck. Phase 1 of the project will also include the demolishing and construction of an appropriately sized flume to solve the bottleneck. During the construction, the Bypass Chamber will be isolated, and flows bypassed. The temporary bypass system will accommodate the complete flow regime (high and low flows) and will remain in operation throughout the construction phase.
Throughout Phase 1, from Validation through to Closeout, it is expected that the project team co-locates at Gold Bar. A temporary co-location site may be required until a more permanent location can be set up on site.
Construction and design will only proceed if validation is accepted by EPCOR; furthermore the project must also receive internal EPCOR funding and approvals. There may be a schedule gap, in the magnitude of a couple months, between submission of the validation report and approval to proceed into design.
As part of the NRFP process, Proponents are invited to attend a virtual information session to review the IPD process and bid instructions. The session will be hosted virtually on the afternoon of January 30th. All Proponents attending are to RSVP to jhoward@epcor.com by 12:00 noon (Edmonton Time) on Friday January 27th. All Proponents are deemed to have attended the virtual information session and to have received all of the information provided at the virtual orientation session. It is NOT mandatory that Proponents attend the virtual orientation session.
Contract duration
The estimated contract period will be 47 month(s), with a proposed start date of 2023/01/24.
